unable to add pages , projects

I cant add poages on core 1.2 v  suddenly when changing the design of the Blackthumb theme

From my research its seems something related to my host
  also i tried the recent version same problem.  
 isnt there a final solution for all of this issues

Check if the folders exists, and create them in core/user/ create pages, uploads, and cache
